I take that to mean that no payment has been received but is only an assumption.
If payment has not been received at what point does TTM pursue its rights against Pelorus for breach of contract presuming a breach on Pelorus' part? Given hard to get details but I am assuming that M Carr is still director there and is therefore potentially a serious conflict of interest arising if the two companies are now in dispute. Each company did have its own independent legal representation, but I don't know....
