Hi Fatboy, you're right that their website says they need to build a new 65km railway. From the satimola teaser dated october 2009, the thing that caught my eye is that they've got a JORC resource, and there are 2 mines on the site potash/borates both underground by the looks of it with site facilities ready to go.

From the map it shows clearly West kazakhstan area.

The location of Aktumysk looks like it's in the middle of nowhere, no rail, roads or rivers nearby. unless i'm mistaken.
