Agree that Zim definitely intends to be a pro investment jurisdiction, but the fact that the PPSA has not been signed is still a very poor reflection on the competence and efficiency of the govt. To take this many years for a legal document to be drafted and signed, which has still not happened is a very poor outcome to date. Especially considering the need to get that gas out of the ground asap.
