If you have an outstanding balance then you have to pay it. I would assume a lot of people would just pay off their balance by end of the month to avoid it.
I think this just being increased for the $2000 ZipPay limit? and the $1500 limit or below will remain $6.. so if you want to loan/borrow more.. you should have to pay more if outstanding.
