In the retail podcast LD already mentioned they get a slap on the wrist from the ASX for making too many, non price sensitive announcements so we cant expect every partnership to be marked as a market announcement.
This alone - unless it was a major partnership with Amazon, Microsoft, Apple - wouldn't move the price much so we cant expect every inked deal to make the stock move to the levels you may want.
