"Procedural in nature" is an oxymoron. Of course the contingencies of chance and circumstance render nature procedureless. But a court, with it's labyrinthine rules, it's submission to the state, and most importantly, it countenance of vested interest groups in whose "agenda" twists and turns to accommodate opportunity, laughs at procedure.........especially an African court.
