I think the key difference here is that ZOLEO gives you a fixed local mobile number. It probably costs them something to assign a permanent mobile number to the device, hence the suspension fee.
The problem with the Garmin is that you don't get this feature. Imagine having to tell your contacts to text you on a new number every few months!
