Absolutely, she - and everyone - should be allowed to say whatever they like on twitter (minus death threats and the like).
The issue is her being hired by the NYT as an editor. Do you think anyone with a history of abusive tweets directed towards "women of colour" would land the role?
But, the NYT is free to hire whomever they like. They'll just have to deal with the criticism for it.
