    Hingdog, in Victoria; public schools run on the smell of an oily rag with some of the most demanding accountability processes that exist anywhere.

    If you'd done your research you'd have realised that those responsible in Victoria were at the top of the tree - mostly central bureaucrats hand-chosen by rotten pollies to do their dirty work and to keep the public in the dark about it!

    Our pollies even make Victorian schools use archaic software that events PREVENTS data comparisons from one year to the next - forcing Principals to create their own parallel checks to keep tabs on what the central bureaucrats are really doing.

    I suspect the rorting and stealing you referred to relates much more closely to what's been exposed about private schools; schools declaring closures even as they charge $20,000+ in addition to what the Federal Government gives them and with NO strings or accountability attached.
