I am not to concerned about this.
Normal commissioning with new power stations owned by the grid do now allow power generated to be taken into forward estimates.
With the commissioning of the Loy Yang power station 6 x 2000MW units that were commissioned as each one was completed over the 18 year construction period. The SECV was owner of the power station and grid. The grid was not allowed to factor in any power generated for first 6 months of each units operation. cCommissioning hasted 2 years. With the commissioning the unit would be ramped up and down from just exceeding maximum to near stopped. They were shut downs etc, all this was to test under all conditions encluding dummy emergancy shut downs from maximum operation speed.
When shut down known wear points would be tested to enable them to formulate maintance schedules, and find sweet spot of operations.

With CWE I am not to concerned with power sales. IMO, as Western Power own the grid, they would usually charge third party operators for this ramping up and down that is applicable to all large new power stations coming on line be it coal, gas, wind etc. Western Power would have to manage their grid to handle this stop start ramping up and down testing, that is applicable to all new power stations. IMO the DoD may be acting as a middle man and allowing their base to act as a buffer for the fluctions, wouldmost certanly have generators to kick in to smooth out loads.
The worst thing to do would for CWE to just plonk the 3 buoys in the water and forget. They need to use this time to test re test and analize data for the future. Time out of the water to analize is invaluable. Gaining as much information as possible at this stage is the is the number one reason companys build demonstration plants.
