That may be there case, but a little like elections, one never waits to the last day.

It is generally accepted that a company has to maintain at least 6 months of reserves, or anticipated profit, to remain an 'ongoing entity' accounting basis.

Secondly, again just like an election, one chooses the best time. So of the board consider it prudent to do a CR early then they will. They longer they leave it with cash reserves reducing the lower the SP will go. So they may take advantage of a spike in the SP with M3/M4.
