A MoU is not legally binding
From my personal experience doing contracts and purchases or sales like put or call options on property we always have the contract of sale attached to it with price and terms.
The MoU is not legally binding and I'm sure you wouldn't prepare a MoU without a contract of sale attached to it with the terms of sale.
Why would you want to go into something blind??
So why the delay I ask ??
