The humanitarian aspect that you've failed to consider is that the world is in immense danger environmentally due to overpopulation. We don't have enough resources to sustain the current population. Saving 'millions of kids' will only exacerbate this problem.
If you can't afford to have children and provide adequate care you shouldn't be having them. This applies to developing nations as well as developed ones. Just because they are 'poor' does not mean that they shouldn't be accountable for their bad decisions.
