I totally agree with you Danube. If the payment had been made, no trading halt would have been required.
Either deal is off or terms are being re-negotiated. I am hoping that the deal is off and Cape tell Delong/Ding to convert their options and then p*ss off otherwise they will be taken to court.
That way, at least Cape will get enough cash to be able to fund the BFS.
But who really knows what is happening!
