You are correct. It's an extremely good announcement with a great sum of money raised to expand at a premium to the current share price with the 2nd tranche of money, which is larger, at a 250% premium. Surprised this hasn't moved much more, in the 0.7 - 0.8 range. I suspect it will closer to the vote and confirmation.
