Infrastructure alone does not make a success of a project or attract venture capital. RIO had world class infrastructure to support its aluminium smelter in New Zealand but they just pulled out because it was increasingly uneconomic. On the other hand Elixir is sitting on a coal seam deposit that will heat and light homes in Mongolia and China for hundreds of years. The logistics companies would be climbing over each other to be involved.
Infrastructure alone does not create value. The resource in the ground determines everything that follows -
