I'll probably get sanctioned for being off topic, kcheers, but I was more alluding to the high risk of coming water wars in the Sub Continent (Pakistan V India). That said, having owned an irrigation farm in the MDB, I know where your headed - a cluster truck of mismanagement, greed and corruption at every level IMO. Put it this way, all S East Oz waterways are in a stage of extreme crisis. Up until 1940/50 the water in the Murray and most of the southern tributaries were crystal clear and drinkable. You could see the bottom. Look at them now and they're little better than polluted drains, and fish kills are common. Added to that, the family farms and farming communities are being screwed by corporate farm greed - particularly in the area of cotton, which has become a plague crop and destroyer of waterways and land both. Easy to fix with some rational land and water management if it wasn't for the inherent greed and speculation.
