You are mashing up a whole series of ideas here. With something as particular and detailed as a virus pandemic sketchy general information is insufficient to understand what is going on. You need to have a good understanding of the basics, and that is not difficult if you go to the right places for such info. The news on TV / internet is not sufficiently detailed or explained to inform you what it all means. WHO has a whole series of explainers for the public that can be trusted to be true, accurate, up-to-date, and reliable.
I suggest you do some reading on what the variants are, what their characteristics are, and where they are prevalent. The most recent variant of SARS-CoV-2 appears to be very readily transmitted by breathing in small volumes of exhaled breath of an infected person - "fleeting contact". This puts a huge boost on the importance of mask wearing etc. Anything that helps to ensure the breath does not contain live virus particles is going to be even more important from here on out -

The WHO has regular weekly press conferences that explain in great detail what is going on (video and PDF). These are exceptionally and authoritatively good. The info from them does not always seem to make it to the lower level news outlets, and certainly not to the bottom-feeder level talkback and conspiracy loving "FOXNews" level outlets on the internet. The one below for instance has the heads of the World Bank, the IMF, and WTO alongside the WHO talking about the progress that is being made to get the entire world's population protected by vaccines and the ways it is being achieved. This is significant stuff. As they say there: Vaccine policy IS economic policy IS trade policy. This is tomorrows news today if you want to know about it.

The fall in spreading rate in countries that had formerly struggled to convince their populations to accept Public Health recommendations is far more a reflection of rising vaccination numbers in those countries than it is of the patchy level of PH compliance. The timing of the slowdowns matches and follows the vaccinations. During the period the most urgent precautionary recommendations from WHO and public health professionals were being put out the infection rate mushroomed because they were not imposed or followed adequately. This was because a) the lack of belief in the reality of the virus pandemic, b) the lack of compliance with the recommendations, c) the inadequacy of social contact restrictions, d) the fears of economic loss, e) the loss of freedoms to carry on as usual. In this case correlation does indicate causation. Renegade behaviour => rising infection rates. Vaccination => fall in infections and fall in virus spread person to person. WHO has described the falls as "nosediving". At the same time it is rocketing where vaccinations are slow to roll out. What's not to get?
