They are not SELLING them. They are LENDING them in exchange for a borrow fee and can recall them at any time. Borrow fees vary dramatically. In January on GameStop (GME) fees were 50% on new shorts & ~30% on existing, so you had to have a hell of a view. Some borrow fees are well over 100% pa for highly shorted/illiquid stocks stocks. ADN fee rate is 15.8% at present which is moderate.
