firstly, the paragraph you are referencing is weird. Why not use the one that actually specifies the limitations:
Parallel I/O interfaces extend the on-chip mesh
across multiple chips—up to 16,384—with direct pin-to-pin
wiring between neighbors.
and secondly, the hardware isn't even available yet:

so you can't stack them...
You can however stack Akida nSoCs, as they are commercially available
