It's unlikely to be the case. The shareholder profile from the last report shows a relatively small number of holders ~20% own 85% of the company. Combined with a few larger holders in the 10k-100k range is all that's needed.
The shareholders with <10k shares (1,067) are not necessarily needed to get this finalised as they hold combined 1% of SOI.
