Actually no. Ideally, you want a project to have a minimum of anything >0% as this would be considered a viable project with expected cashflows resulting in a positive NPV. Arbitrarily suggesting a project should have minimum x% is incorrect.
The ultimate goal of IRR is to identify the rate of discount, which makes the present value of the sum of annual nominal cash inflows equal to the initial net cash outlay for the investment. In ADN's base case, the value of all expected future cash flows is discounted at 36% to make the NPV $0.
However, all things being equal, the higher the IRR, the more attractive the project.
