Apples and oranges. Comparing a PEPR for a graphite mining operation, which involves large volumes of chemical purification and potentially dangerous dust emissions, is a far cry from digging kaolin out of the ground.
RNU (the same company that lodged said graphite PEPR) also submitted a PEPR for its Buzzard iron ore operation in early November 2021. It was approved in February 2022, four months later.
