There is plenty of room to negotiate, why not? Especially If IXR will help the GoU to understand and Build a mining Industry that will attract international Investments and raise Uganda as a country that's open for Business and at the same time GoU can also help IXR with a certain percentage at a reasonable rate
Thats why Uganda has its annual Mineral Wealth Conference to help Ugandans to understand what is needed to Achieve a Mining Sector and what needs to be in place.
