Who ever is pulling the strings beheind the scenes, at the front end MMK know they need the quality IO that FMS can provide and not the substandard local rubbish...
MMK know that they also need to ensure that they maintain an acceptable standard of business dealings otherwise when their international reputation is shot to pieces no one will want to deal with them. This will impact the quality of their product in the future and may destroy the business.
