I reckon they should have let private sector invest in urban areas (the returns are there to justify) and government intervention where market forces fail (build infrastructure for rural areas, etc). So if Telstra made the offer in 2005 FTTH yes they should have taken it. In context the govt was fighting TLS and trying to break their monopoly which tainted their decision in all likelihood.
