I think the price has come before the news. If that was JK posting a few weeks ago, I would say those prices he quoted were best guesses i.e 25c on the first news, and a number of others in rapid succession, leading to about $1 in FY 2016.
It makes sense that the first news will be regarding successfull bulk production and testing of the chips, then the doors will open to all the licensing deals that have been patiently waiting.
