Given the size and nature of previous placements, it looks to me like management have been raising the bare minimum at each level to get them to their next milestone and need for additional funding.
In particular, the last placement could have been bigger, but was obviously scaled down to a level commensurate with their percieved needs...which interestingly, coincide with the exercising of the oprions.
In my view, management have their "eyes on the prize" and will likely facilitate the options exercise.
Whether that succeed or not however is another matter...sometimes the market does not always behave as it should.
