Dbl, IF a truck was going to NAG's to dump PASS, then a proper business person would not want the truck to come back empty, it's logical that if they could grab a load of aggregate, or whatever is on offer they would.
The turn around time would be significantly less to reload while on site, rather than come back empty and have to go to another site to pick up aggregate etc.
It's not about needs, it's about costs and if NAG could refill a truck with a cheaper option then it makes good business sense.
