As I understand it between 3 and 6 million must be spent before decision to mine can be made. You make an interesting observation. What if less than 3 million is spent when it becomes obvious the decision to mine is a no-brainer? I guess it does depend on the fine print. Perhaps the fine print included a certain amount of work on HPA. In the scenario where DSO and partially beneficiated product via dry processing is a viable business model I can see less than 3 million being spent before decision to mine. After all James has said they can be in business in less than 2 years and 3 million in 2 years just for Poochera DSO and dry processing including PFS sounds correct. Maybe I (we?) are dreaming.
