If a company decides to float 500m new shares at price x, ASX won't care. If x is significantly under the current SP, the SP will tank, but ASX have 0 liability.
If a company announces 500m new shares at price x, takes the money for 500m shares, and gives the subscribers 700m shares, the ASX will care. If any of those 200m excess shares are traded on the ASX, and then the 200m shares repealed, ASX needs to reverse all of the trades for the 200m shares.
