I was waiting for it to be cancelled but they have left it there so yes you are right - someone wants to get on board. Interesting concept to leave it at that level though. if you wanted to buy 1 m shares I would have thought you wouldn't show it in the market or atleast start buying some at the current offer price (12 cents). It may be a director buying to support the price perhaps although ahead of a placement that would be unusual I suspect.
