The surcharge will come at some point, and some retailers will pass on the fee. but then they also pass on the credit card fee etc.

The customer will have the choice of buying xyz product, as this product is probably available at more than 1 retailer the customer could then shop around for a retailer that doesnt pass on the fee, thus the retailer could capture a larger piece of the xyz product pie.

I generally hate when i get charged a fee to pay, so i generally choose not to use that payment method or that particular retailer.
