It means 'circa', a Latin word, that means 'approximate'.
It is actually meant to be written alongside dates eg: 'c.1970' meaning 'approximately in 1970'..but over time its being used alongside any numerical figure that cannot be expressed precisely. In keyboard typing terms, the tilde ~ symbol is sometimes used to mean 'approximate'...
