The probability of debt funding by China based institutions is very high, even JM talked about this being an option in one of the recent interviews (Crux interview from July 1st at around 16 minute mark). I agree that there is risk involved in making such arrangements as they tend to be at high interest rates which makes any delays to revenue stream very expensive.
