sarge17 the problem with some people is that they don't recognize their own limitations or that of their organization. There is a well know management/economic principal THAT PEOPLE ARE PROMOTED TO THE LIMIT OF THEIR COMPETENCE and sadly it is possible that some in SP management have been promoted beyond that - just a personal opinion based on incredibly disappointing results.
