Companies always set the bar way too low ..and the hurdle rates are usually set very early in a companies IPO or restructure and often fly under the radar when investors conduct initial DD ... its only after a set of published accounts or AGM that these things surface for all to see.
A old management friend once told me "I principle, I am always opposed to low ball performance rights...unless of course I am the recipient"
