There is a clause in the paints and coatings BOA that the agreement is subject to commercial production before the end of 2022.
This commercial production will not happen by the end of 2022 as it would require the wet processing plant to be operational.

GW document linked by @koldkathode1 above is from February 2021, at that time ADN was proposing DSO for toll processing as a first stage of operations and wet processing plant to be constructed later. A lot has changed since that time and while we don't really know what is the current plan latest communications from ADN had wet processing plant starting as the first stage with options for potential DSO for sale (not for toll processing) earlier. This DSO may happen by the end of 2022 (optimistic) or first half 2023.

I don't think this clause in BOA is an issue to stress about.

The customer seems interested in a product and willing to negotiate changes in the agreement (already agreed to change from 25kg bags to bulk bags).
They were ready to sign an agreement for the product far in the future and it's very likely that they can't get product like this from anybody else.
This is not a situation where there is a disruption in supply and existing sales and delays in project startup are normal.
