He said in the interview the LOI had been signed. If it’s actually is signed then all details are finalised for that stage of the process and should be able to be released to market pending a further update on execution of BOA.
Maybe as opposed to the sell off this morning referenced above being panicked shorters it could have been disgruntled holders running out of patience (no news on LOI or CC plant)...not saying it the case was just offering an alternative view to keep the debate balanced.
