I think he has confused the word 'drying' with 'curing' and you've jumped all over it. Simple mistake.
Thermal cracking occurs when concrete is poured on days when it shouldn't. eg. high temp, high winds causing the exposed part of the concrete to 'dry' quicker than the centre, not as a direct result of mix design.

Reducing curing time (the time it takes to reach its designed MPA) is extremely beneficial to the construction company & client.
Suspended slabs can have back propping removed earlier, fit out can occur earlier, residents can move in earlier.
