I have no doubt if things proceed to plan, there will be some Government kickers of one sort or another. But nowhere near enough to cover a minimum $50m starter plant even with some small bank/supplier debt. Hence my "finger in the air" $20-$30m of the $50-$60m not touching current cash which will be needed for working capital. I think the recent disclosures of the starter plant requirements show how disingenuous that "long life items" ASX release really was!
