This type of split will vary by country a lot.
In my work life I have never used anything below 32MPa, but I know lower strength concrete like 15-25MPa is widely used in residential construction, mining, general walkways and stuff like that.

IMCD is a distributor, a bit like signing a deal to sell your brand of orange juice or milk through Coles or Wollies. They will put it on the shelf and charge you for the shelf space. This is a fixed charge for listing/shelf space that you have to pay every month regardless of actual sales of your product.
If not enough customers purchase actual product they will delist you.
If the sales and your profits are less then listing charges you will stop selling your product through this distributor.

Please remember that ADN is planning to sell HRM on a ex gate price in filter cake format at about $1 per kg, the study shows HRM cost to concrete producer at $3/kg. To me it looks like there is a lot of further processing and distribution costs needed, where costs need to be absorbed.
