I would think they (BCI) would have been keen to get the rock armour onto the sea walls asap to provide protection from upcoming summer storms and cyclones.
The delay with the enviro approvals for OMP (including the onsite quarry) has obviously cost them in this respect - it will be interesting to see if there is a 'cost consequence' as a result of this.
