Why do you see the environmental bond as $'s?
This could very easily be a bank security or insurance bond. Maybe that could be secured against assets of the business or cash backed by a partner with deep pockets.
Would be very surprised if the Company actually puts up $6m of its working capital to meet the bonding requirement.
