There is no requirement to remove waste from the fine ore bin. The fine ore bin is a stockpile of crushed ore within the plant area. It has two purposes:
1) Enables the rod mill to receive ore when the crushing circuit is down for maintenance or lack of ore on the ROM pad. There is a opening at the base of the bin which a loader can take ore and feed into a hopper with a belt leading to the rod mill. In this case the ROM pad loader can do the job.
2) Enables the crushing circuit to operate when the rod mill is down for maintenance.

I cannot see why a second loader is required for the fine ore bin but a backup loader for the ROM is a good idea.
