You might be right but if there is a true blackout there may be a poison pill in regards to DEP and current projects so partners may already have SPL by the nuts so to speak in some regard with MOU and ability to simply matching any bid as last bidder - nothing triggered so no requirement to announce to public etc etc
It all gets a bit far fetched after that but we are all aware stuff is miss valued all the time in the market but a early adopter to T/O theory is a risky player as you can generally milk lots once it starts to progress and just go harder with investment for a shorter period. Each to their own investment style and risk profile
