Wogen is contracted to pay WKT up to the value of $3.2m when loaded onto ships.
Nowhere in the official announcements does it say Wogen will only take what they have ordered.
Wogen are contracted to take 40Ktpa.
You should stop making your own assumptions and stick to official statements from the company.
