IMO stage 1A was not profitable enough to be able to borrow money. They've now gone big enough with selling out stage 1A+ capacity that they will now be eligible for a loan.
I.e. their business model is now feasible.
I dont think we will see any more BOAs for a while. I believe next ann will be Funding and the FID.
