My understanding is that the new cash is for work in the general area, ie road upgrades, etc etc, but not work on site. Work on site would need payment of the bond (from memory $750,000) and bond payment won't happen until 'decision to mine'.
Curiously, I have noted that in a recent company announcement that a finance deal may include a 'royalty payment'. I haven't noticed this discussed before. It's a slightly odd detail. Perhaps it comes from an advanced financing proposal.
