For the 100th time !
Bendigo has separate gill reefs with no continuity or predicatbility - so Bendigo "Hopes" to come across the next reef.
Snowden or Coffey wouldn't sign off on a resource statement for Bendigo.
whereas CTO has a predictable, repetitive and continuous reef systems, where there's an "expectation and confidence" of coming across another reef.
Something that Snowden or Coffey consultants are happy to sign off on... and independently verify the 10 mill oz JORC resource.
Bendigo will still probably do well in the long run, and find more reefs - but it's just more of a risk.
